Abstract: Employing survey and statistical data, this paper examines the current situation of social sectors in Vietnam under the conditions of demographic changes. It identified different characteristics and needs for social sectors to achieve inclusive development. While the people’s access to public services is intuitively equal in Vietnam, actual level is quite limited, both in quality and coverage. There is a need to formulate appropriate policies to achieve such target with the participation of non-state actors, especially in the context of Vietnam’s fast population aging and rapid climate change.
